Not Refunding Caution Money

I am an Engineering graduate having passed out from a private engineering college of Kolkata this June. I got job from an off-campus recruitment process. The college authority is now refusing to return me back the refundable sum of 5000 rupees which was paid at the time of my Admission into the college in 2000. Their reason being ..the college has made expenses in organising campus interviews (doesn't matter whether I myself have appeared in that or not) and so we the students should bear the expense. This is not the whole story...the college is also refusing to accept any application from the side of students regarding this matter. Moreover in some of the campus interviews , the companies had sent the offer letters of the selected candidates through the college for distribution. The college authority forced the concerned students to give them a written statement (in ordinary paper) specifying that the student will not claim back the caution money and he/she is donating that money for development of college.. The most surprising thing in this was that the college did not give any receipt or certificate to the student acknowledging this donation. Needless to say at that time no-one even asked for one... But now that I am self dependant. I am determined to get back the money and for that I want to know what rights I have and what approaches.
