RESPECTED SIR,

I belong to such a category of people; who gets disturbed by the high handedness of Power brokers. The following PIL is designed and constructed to ensure "common man's" Democratic rights. These rights are always abused by the elected representatives. The Development of the constituencies should not be at the MERCY of these people. The development process should also include "a common say".

I can not afford to hire a service of an advocate. I am an upper middle class woman. But still, able to draft the PIL in the larger interest of the people. Please register it and open a new era to protect the constitutional rights of the people.

Respected sir,

I want to guide your conscience to a very sensitive and explosive issue involving the underprivileged. The backward classes of this country exhibit and carry the properties like hunger, abuse; neglect; malnutrition in their bellies not to be delivered throughout their life. They have nothing to declare but their repeated suppression. The company of power is very expensive. The poor cannot afford such a luxury for their upliftment. Because politicians are the finest product of an unholy matrimonial alliance of mafia and power by abusing their position, majority of people are not politically smart to demand their share in development. This is causing a major harm to their interests. The development funds of member of parliaments (MPs) and member of legislative assemblies (MLAs) have become a nourished food for these elected representatives to construct the political vertebra in their constituencies. These development funds are derived and released through the very revenue contributed by the taxpayers. But the basic contributor is conspicuously alienated from the management of these funds. Most of the time; the funds are utilized to lubricate the interest of a certain section or lobby attached to the same political party of elected representatives .The shadow contractors are created through the supporters for executing the development projects to usurp the fund for an individual gain. In the age of www.com; cellular and Pentium 4; people are forced to award the wholesale rights to a person; whose elected status justifies his qualification in determining the terms related to the development. If we decode the genetic mentality of these power brokers; it will link them to the most wicked dictators and emperors of bygone era. Hence the time is ripe enough to curb their political behaviors. Here are some recipe designed to upgrade the appetite of MP’s and MLA’s.

i) A Committee needs to be formed for monitoring the development funds.

ii) The committee should comprise the members like a retired judge, a social worker with MSW degree; a freelance journalist; an NGO and two representatives from the minority and backward community.

iii) The project or proposal will need a legal sanction from this committee for its execution.

iv) The committee will inspect and monitor the project throughout its execution.

v) The role of the committee must be descriptive to act positively for the larger interest of the people.

vi) The committee can also design their independent proposals by inviting an attention of the elected representatives.

vii) The committee should be armed to exercise a veto to the elected representatives proposal by judging it’s merit.

viii) The committee should guide the elected representative for the entire utilization of the fund within the constituency.

ix) All the projects should subjected to an audit after full utilization of fund.

x) If some discrepancies are found; the next installment of the fund be with held until the objections are cleared.

xi) The contractors to whom the development projects are given must have a registration history for at least ten years with good track record.

Dear sir, this public interest litigation is constructed only to restrict the dependability of my brothers and sisters on an evil mindset of these power heavy weights. Their financial weight should be trimmed and trained for a marathon run for the all round development of the constituency.
